This Part 3 deals with Russ's involvement in the early developments in the 1970s of the discipline of project management outside the USA, as well as during the following decades. On November 13 2008, Russ Archibald presented the keynote address titled: "Project Management in Support of Public Administration: Reflecting the State of the Art in International Project Management," at a seminar with over 800 participants, including many senior executives from a number of Italian governmental agencies, on "Project Management in Public Administration" in Rome, Italy, organized by the Istituto Italiano di Project Management/ISIPM and the Luiss Business School. Russ also presented this keynote paper on Nov. 12 2008 to 300 public administration executives and staff members at a seminar sponsored by ISIPM and the Agenzia per lo Sviluppo (Development) delle Amministrazioni Pubbliche of the Regione Lazio, the region of Italy that includes the City of Rome.

In May of this year Russ co-presented "The Application of Success Probabilities, Success Driven Project Management/SDPM, and Some Critical Chain Concepts to the Oil & Gas Industry in Brazil" with co-authors Vladimir Liberzon (Russia) and Peter Mello (Brazil) at the PMI-College of Scheduling Conference in Chicago, May 4-7 2008 (see http://www.pmicosconference.com .) This paper contains a number of interesting topics of discussion (in the opinion of the authors), including a brief summary of the impact of the legacy of the Soviet Union's central planning methods on currently available Russian project management software and the very strong emphais on resource planning and optimization in all Russian speaking countries.
